Birds over the sea

This large group of birds (probably Garganey - Anas querquedula) has been flying about over the sea for the past couple of days. Sometimes floating on the sea surface then taking off and skimming the surface of the water at high speed, lifting up (as here in this image) and later landing again on the sea surface. They were far out at sea so even with a telephoto I could not get any closer.
