There is no objective definition of "rare" in botany so let's just say that in the context of this page, a rare flower is a flower that either occurs very rarely (such as Clematis elisabethae-carolae of which only 5 plants are known) or only in a very few places where they may be found in large quantity (such as Anchusa cespitosa in the White Mountains).
"Rare" is also defined here in the context of Crete. For example Tulipa goulimyi is rare in Crete but occurs quite frequently on the Peloponese and Kythira.
