December is one of the wettest month in Crete with rain occuring on up to 15 days of the month. It can get cold but generally not as cold as January and February.
The sea temperatures are around 17°C which most people will consider too cold for swimming.

Note that these weather stations are located near the sea, more or less at sea level and they generally get less rain than inland locations, especially higher up. Temperatures in hills and mountain areas can be considerably cooler.
